Office of Counsel
The Honolulu District Office of Counsel
provides a broad range of legal services to the District
Commander and all elements of the District in support of the
District’s various missions. We represent the Corps' legal
position and rights as an organization in such areas as
contract law, fiscal law, torts and admiralty claims,
environmental law, and personnel law. Our goal is to
practice preventative law - to be engaged in the planning
and design phases of the District's projects to facilitate
smooth and effective execution from conception to
completion. |

Safety & Occupational Health Office
The
Honolulu District Safety and Occupational Health Office
provides safety and occupational health oversight for the
Commander and employees of the District. This oversight
includes such programs as risk management; worksite
analysis; hazard prevention; activity hazards analysis;
assist with diving, occupational health, industrial hygiene;
and the promotion of safety and health. Our Safety and
Occupational Health Programs involve every employee of the
District, our contractors and the visiting public,
instilling a safety culture that reduces accidents and
ensures our workplace is free of recognized hazards.

Emergency Management Division
The Emergency Management Division provides essential and superior
contingency planning and response services throughout the Pacific and
Continental US to support civil emergencies and military contingencies.
For local disasters, the US Army Corps of Engineers (USACE) serves as
the primary Federal agency for public works, also referred to as
emergency support function #3, in support of the Federal Emergency
Management Agency (FEMA) and the State and local governments.
The Honolulu District also provides teams and individual personnel to
support USACE National disaster response capabilities. In addition,
the District provides a Forward Engineering Support Team-Advance and a
Base Development Team to support USACE military contingency operations.
In 2011, the Honolulu District deployed personnel to support disaster operations in response to:
Tornados in Joplin, Missouri
Flooding in Pennsylvania caused by Tropical Storm Lee
Flooding in Thailand
The Honolulu District also deployed a number of civilian personnel to support the USACE ongoing
mission to assist in rebuilding Afghanistan's infrastructures, a key component of the Department
of Defense’s Overseas Contingency Operations.

The mission of the Honolulu District Internal Review Office
is to support the Army by providing objective, reliable and
timely information to decision makers, and to foster best

of Command and senior management officials in terms of value

Logistics
Delivery Point
The Logistics Delivery Point (LDP),
Honolulu is comprised of multi-talented, versatile, and
highly-skilled logistics professionals.
The LDP’s mission is to provide program oversight of
the supply, property, travel, transportation, equipment and
facility maintenance, and space management programs.
Our goal is to provide quality logistical support as
follows:
Conduct annual inventories, process turn-in of properties that are excess or no
longer needed for current operations, and administer investigations as a direct
result of missing, stolen, or damaged property.
Perform minor repair or alterations to buildings, modifications to office
cubicles, administer various service contracts (e.g. custodial services,
preventive maintenance to installed equipment, installation of new equipment, etc).
Conduct analysis of space requirements to validate space requirements
and maximize use of existing footprint.
Maintain a fleet of GSA vehicles, obtain additional
vehicles, and analyze vehicle usage to ensure utilization criteria are met.
Provide guidance and procedures (e.g. allowances, passports, country clearances,
etc. ) for travel related to Permanent Change of Station or temporary duty.

Estate Branch
The Honolulu District Real Estate Branch is committed to providing
timely and quality real estate information, products, and services
through effective planning, acquisition, management and disposal
activities to insure customer satisfaction and support of the
district mission. Our goal is to achieve excellence in meeting the
needs and developing the trust of our customers
The U.S. Army and the Air Force own or control thousands of acres
of real estate in Hawaii and in U.S. territories in the Pacific.
Our Real Estate program secures and disposes of this property when
needed. Often it requires the negotiation of a long-term lease with
local landowners. This is especially true in the real estate
category of training areas. In Hawaii, the Army owns or leases
parcels of land for training amounting to more than 156,000 acres,
or 244 square miles.

Office of Small Business Programs
The USACE Honolulu District Office of Small
Business Programs (OSBP) ensures that small businesses have the
maximum practicable opportunity to participate in Honolulu District
acquisitions through contracts or subcontracts. The Honolulu
