Ala Wai FRM Feasibility Study

The Feasibility Study was an interim response to the authority provided in Section 209 of the Flood Control Act of 1962 (Public Law 87-874). The study was intended to evaluate how to reduce flood risk within the Ala Wai Watershed and recommend actions for implementation. The feasibility study investigated and evaluated solutions flood damage problems throughout the entire Ala Wai Watershed (Manoa, Palolo, and Makiki drainages, including Waikiki and surrounding areas).

Ala Wai Canal Flood Risk Management Feasibility Study

The Ala Wai Canal Project Feasibility Study was authorized under Section 209 of the Flood Control Act of 1962 (Public Law 87-874). Section 209 is a general study authority that authorizes surveys of harbors and rivers in Hawai’i “with a view to determining the advisability of improvements in the interest of navigation, flood control, hydroelectric power development, water supply, and other beneficial water uses, and related land resources.” 

The USACE was the Federal sponsor of the project; the non-Federal sponsor was the State of Hawai’i DLNR, represented by the Engineering Division. A Feasibility Cost Sharing Agreement (FCSA) was originally executed with DLNR in March 2001; the agreement was amended to address changes in scope in December 2006 and November 2012.
