Emergency Response

The Emergency Management Division provides essential and superior contingency planning and response services throughout the Pacific and Continental US to support civil emergencies and military contingencies. For local disasters, the US Army Corps of Engineers (USACE) serves as the primary Federal agency for public works, also referred to as emergency support function #3, in support of the Federal Emergency Management Agency (FEMA) and the State and local governments. The Honolulu District also provides teams and individual personnel to support USACE National disaster response capabilities. In addition, the District provides a Forward Engineering Support Team-Advance and a Base Development Team to support USACE military contingency operations.

In 2011, the Honolulu District deployed personnel to support disaster operations in response to: 

    • Tornados in Joplin, Missouri 
    • Flooding in Pennsylvania caused by Tropical Storm Lee 
    • Flooding in Thailand

The Honolulu District also deployed a number of civilian personnel to support the USACE ongoing mission to assist in rebuilding Afghanistan's infrastructures, a key component of the Department of Defense’s Overseas Contingency Operations.

TAMUNING, GUAM (Sept. 19, 2020) - USACE led a virtual site walkthrough with contractor Hensel Phelps to discuss requirements for providing additional power capability for  rooms in Guam Memorial Hospital (GMH) to meet the emergent need for increased patient capacity and care capability in Guam.
Honolulu District's site assessment team conducted its first-ever virtual technical site assessments May 6 and May 7 with Hawaii County officials seeking to have the North Hawaii Community Hospital and Kona Community Hospital medical locations evaluated for potential upgrades to Alternate Care Facilities.  The virtual site assessment is unique in that teams normally travel to FEMA, state and county-selected sites to conduct the assessment in  person.  These two virtual assessments were the first conducted by Honolulu District during the COVID-19 Pandemic response.

Won Pat International Airport in Tamuning, and the Lotte Hotel in Barrigada April 29 for suitability as an Alternate Care Facilities.
