    In anticipation of the imminent threat Hurricane Iselle and Hurricane Julio pose to the main Hawaiian Islands and coastal areas, the Honolulu District U.S. Army Corps of Engineers (Corps) Regulatory Office is providing the following information and guidance regarding Regional General Permit (RGP) 2011-001 for Stream Mouth Clearing in the State of Hawaii. The purpose of this information and guidance is to assist the regulated public, including public agencies and other responsible parties, in preparing for and responding to these anticipated discrete storm events.

  • SPN - CMT Period Extension for the Clean Water Act Proposed Rule for Definition of Waters of the U.S.

    On April 21, 2014, the USEPA and the Corps of Engineers (Corps) published for public comment a proposed rule defining the scope of waters protected under the Clean Water Act (CWA), in light of the U.S. Supreme Court cases in U.S. v. Riverside Bayview, Solid Waste Agency of Northern Cook County v. U.S. Army Corps of Engineers (SWANCC), and Rapanos v. United States (Rapanos). The proposed rule was developed to enhance protection for the nation’s public health and aquatic resources, and increase CWA program predictability and consistency by increasing clarity as to the scope of “waters of the United States” protected under the Act. This notice is to announce that the comment period has been extended through October 20, 2014.

    Special Public Notice announcing the Notice of Availability of the Final Environmental Impact Statement for the proposed Honolulu Seawater Air Conditioning (HSWAC) Project. The HSWAC project would provide seawater air conditioning facilities to buildings in downtown Honolulu. The Department of the Army permit, if issued, would authorize the construction of a cold seawater intake pipe extending offshore approximately four miles and a return seawater pipe that would extend approximately one mile off the south shore of O‘ahu, Hawai‘i at Kaka‘ako.

    Interested parties are hereby notified that an application has been received for a Department of the Army (DA) permit for certain work in waters of the United States as described below and shown on the attached drawings. The State of Hawaii Department of Land and Natural Resources, Division of Boating and Ocean Recreation DOBOR proposes a three-phase approach to addressing the impacts of erosion along the shoreline to the west of the Kikiaola Small Boat Harbor, Island of Kauai, Hawaii. DOBOR proposes to excavate sand from the upper beaches east of the harbor to place at three locations west of the harbor and to repair the eroded west breakwater to the originally constructed specifications. DOBOR is also proposing to conduct a yearly sand bypass to continue to address the erosion west of the harbor. The purpose of the proposed action is to reduce siltation of the harbor entrance and repair the eroded shoreline and shoreline structure.

    Interested parties are hereby notified that an application has been received for a Department of the Army (DA) permit for certain work in waters of the United States as described below and shown on the attached drawings. The State of Hawaii Department of Land and Natural Resources, Division of Boating and Ocean Recreation DOBOR proposes to reconfigure the existing layout of offshore mooring sites within Keauhou Bay, Kona, Island of Hawaii, Hawaii. DOBOR proposes to remove the existing 9 mooring sites/structures, replace all of the existing mooring structures and add 7 new moorings sites using a standardized mooring design. The proposed mooring layout would provide mooring for 16 vessels. The purpose of the proposed action is to maximize the efficient use of mooring space, improve mooring holding strength as well as improve accessibility for both recreational and commercial boaters within the bay.

    Interested parties are hereby notified that an application has been received for a Department of the Army permit for certain work in waters of the United States as described below and shown on the attached drawings.The proposed work includes the demolition of an existing 11.8-feet-wide by 61.4-feet-long, concrete boat ramp followed by the construction of a new boat ramp which would be 15.7-feet wide and 82.7-feet long. To accomplish this, the proposed work plan includes the relocation of corals in the vicinity of the boat ramp located on both existing rip rap and natural substrate, as detailed in the attachments and the Navy’s letter dated March 14, 2013, to the National Marine Fisheries Service.

    Interested parties are hereby notified that an application has been received for a Department of the Army (DA) permit for certain work in waters of the United States as described below and shown on the attached drawings. The County of Maui, Department of Environmental Management proposes to construct a 1,100-foot long extension to the rock revetment fronting the eroding shoreline of the Wailuku-Kahului Wastewater Reclamation Facility in Kahului, Island of Maui, Hawaii. The purpose of the rock revetment is to stabilize the shoreline and prevent further erosion of and damage to critical inland infrastructure."

    This special public notice serves to notify the public that the regulations at 33 CFR § 334.1390 have been amended for the expansion of the danger zone located in the waters of the Pacific Ocean off the Pacific Missile Range Facility (PMRF) at Barking Sands, Kauai, Hawaii.
