Ms. Jennifer R. Moore

Jennifer Moore has served as the senior civilian at the Honolulu District, Deputy for Programs and Project Management (DPM/Civilian Deputy to the Commander) and Chief, Programs and Project Management Division of the Honolulu District, U.S. Army Corps of Engineers since 2021.

Under Ms. Moore’s supervision, the Honolulu District and Programs and Project Management Division (PPMD) is responsible for the successful execution of the District’s 410 projects at $1.35 billion across the programs of Military Construction, Civil Works, Environmental, and Interagency & International Services in Hawaii and throughout the Pacific in Guam, CNMI, American Samoa, Marshall Islands/Palau and FSM. Honolulu District has a yearly average workload of just under $472 million. As the DPM, she works alongside the Commander to lead the District of just over 300 engineers, scientists, accountants, realty specialists, project managers, construction managers, interns and administrative professionals to successfully deliver the Honolulu District’s diverse programs. Ms. Moore is the continuity of Honolulu District Corporate Leadership.
 

Ms. Moore, born and raised in Anchorage, Alaska, is a certified Project Management Professional who has over 21 years of experience in the Program and Project Management field. Before becoming DPM, she served as the Air Force Branch Chief, Programs & Project Management Division (PPMD), U.S. Army Corps of Engineers (USACE), Far East District (FED) where she provided supervision to a professional and technical staff on a program of more than $2B focused on Military Construction, Reimbursable, and Host Nation Funded planning, design, and construction. In addition to serving as Program Manager, she has worked as a Logistics Management Specialist, Project Scheduler, and Project Manager across different installations and agencies located in California, Oregon, Afghanistan, and Korea and served as a USACE Project Manager for Afghan National Army Projects in Kandahar and Western Afghanistan from 2010-2013.

Ms. Moore’s primary awards and recognitions include the DoW Enterprise Talent Management (ETM) Executive Leadership Development Program (ELDP) Cohort 2017, two Meritorious Service Awards for exceptional meritorious service, one while deployed in support of Afghanistan Engineer District–South (AED-S) and the other while serving as the Chief of the Air Force Branch in Far East District. Ms. Moore was selected as the 2019 USACE Enterprise Program Manager of the Year. Ms. Moore is passionate about USACE Leadership Development Programs and has served as a Facilitator & Champion for several years for the District level program and was a graduate of the Regional ULDP.
