Stephen Cayetano. P.E.

Stephen (Steve) Cayetano is the Deputy District Engineer for Programs and Project Management and Chief, Programs and Project Management Division of the Honolulu District, U.S. Army Corps of Engineers. 

The Programs and Project Management Division (PPMD) is responsible for the successful execution of the Districts $1.85 billion Military Construction, Civil Works, Environmental, and Interagency & International Services Programs in Hawaii and throughout the Pacific.  Mr. Cayetano leads a staff of 62 engineers, scientists, accountants, realty specialists, and administrative professionals to successfully execute the Honolulu Districts diverse programs.

Mr. Cayetano has been  in his current position since August 2016, after serving as Deputy Chief, PPMD for 8 years.  He held a variety of positions within the Pacific Ocean Division, U.S. Army Corps of Engineers to include Honolulu District Support Team Leader, Senior Military Program Manager, Air Force Program Manager, Defense Logistics Agency Program Manager, and Missile Defense Agency Program Manager, assisting Corps Districts in Alaska, Honolulu, Japan and Korea in the successful execution of critical projects valued at over $1.5 billion.  He has also served as Chief of the Environmental Branches in USACE’s Europe, Honolulu, and Japan Districts; and Chief, Real Estate Branch in the Honolulu District.  Mr. Cayetano has more than 10 years of construction experience, serving as a project engineer for Military, Environmental and Host Nation-funded programs in the Europe, Honolulu, and Japan Districts.   

In December 2010 to July 2011, Mr. Cayetano supported Operation Enduring Freedom as the Chief of Engineering and Construction in the Joint Program Integration Office of the Headquarters, U.S. Forces – Afghanistan (USFOR-A).  He served as USFOR-A’s senior consultant on all engineering, construction, and acquisition activities related to execution of the Afghan National Security Forces (ANSF), MILCON, Infrastructure & Power, Commander’s Emergency Response Program (CERP), and O&M Programs.  He was the prime coordinator for execution of the massive Government Furnished Material initiative (steel) on the ANSF Program for projects across Afghanistan.  He served on the following planning groups: Office of National Security Council Contract Assessment Working Group; Interagency Combined Joint Logistics Procurement Support Board, Afghan First Working Group, Demand Forecast Review Working Group; Customs Working Group, and the Counterinsurgency Contracting Action Plan Work Group.

Mr. Cayetano is a past president of the Hawaii Section of the American Society of Civil Engineers and is a member of the Honolulu Post of the Society of American Military Engineers.  He is active with both organizations, serving as a volunteer for community events.  

Mr. Cayetano holds a Bachelors of Science Degree in Civil Engineering from the University of Hawaii and is a licensed Professional Engineer in the State of Hawaii. 

He is married and has two children.
