REQUEST FOR COMMENTS: Asan River Flood Control Project alterations due to Route1 reconstruction of bridges

In accordance with 33 USC §408 (Section 408), the Guam Department of Public Works (DPW), in coordination with the U.S. Department of Transportation Federal Highway Administration (FHWA), submitted an application to the U.S. Army Corps of Engineers, Honolulu District for approval to alter portions of the Asan River Flood Control Project (FCP), a federally authorized USACE project in Asan, Guam.  Section 408 authorizes the Secretary of the Army to grant permission for the alteration of a USACE project if the Secretary determines that the activity will not be injurious to the public interest and will not impair the usefulness of the USACE project. The DPW and the FHWA plan to replace the Asan No.1 Bridge, over the Asan River, that is approaching its useful service life with one that can accommodate increased loads and capacity.  Construction of the replacement bridge will require alterations to the Asan River FCP channel and levee embankments at the footprint of the existing bridge.  The height of these levee embankments will be maintained.

Under Section 408, the USACE has jurisdiction only over specific activities or portions of activities that have the potential to alter a USACE project.  The Honolulu District is soliciting comments from the public; Federal, State, and local agencies and officials; and other interested parties specifically on the proposed alterations to the Asan River FCP, as described above.  Any comments received will be considered by the Honolulu District in its decision of whether to grant permission for the proposed alterations, and in its assessment of the impacts of those alterations on the environment, cultural resources, and other public interest factors.  

USACE is soliciting comments during this 30-day review period beginning 1 October 2025 (ChST) and ending on 31 October 2025 (ChST).  This comment period is intended to provide those interested in or affected by this proposal an opportunity to make their concerns known prior to a decision being made by the USACE.
