  • Public Notice of Application for Permit

    Expiration date: 5/20/2020

    Interested parties are hereby notified that an application has been received for a Department of the Army (DA) permit for performing three geotechnical investigative borings in Pago Pago Harbor at the Malaloa Wharf, Island of Tutuila, American Samoa. Based upon the findings of the geotechnical investigations, the applicant would then select one of two design options for constructing an extension of the existing Malaloa Wharf. The proposed work would involve dredging approximately 10,930 cubic yards (cy) of harbor sediments to provide access to the shoreward side of the new wharf structure, installing sheet piles, and discharging about 10,276 cy of dredged material into 0.48 acres of navigable waters of the U.S.

  • Special Public Notice

    The Environmental Protection Agency and Department of the Army signed a final rule to repeal the 2015 Clean Water Rule (2015 Rule) and re-codify the regulatory text defining "waters of the United States" that existed prior to the 2015 Rule. This action will become effective on December 23, 2019. This final rule will be implemented in accordance with Supreme Court decisions, agency guidance, and longstanding practice.

  • POH-2019-00194

    Expiration date: 12/16/2019

    The U.S. Army Corps of Engineers, Honolulu District (Corps), is in receipt of a Department of the Army permit application requesting authorization for the proposed nourishment of the shoreline at Ala Moana Regional Park at 21.290763, -157.852046, TMK (1)2-3-037:001 and 025, at 1201 Ala Moana Boulevard, Honolulu, with sand dredged from two offshore sand recovery sites, all in Honolulu, Island of Oahu, Hawaii. This project has been assigned DA file number POH-2019-00194. Please reference this number in comments concerning this project. The comment period ends December 16, 2019.

  • POH-2017-00198

    Expiration date: 3/14/2019

    Interested parties are hereby notified that an application has been received for a Department of the Army (DA) permit for project POH-2017-00198 for stream clearing maintenance dredging with heavy equipment in 16 stream mouths and 63 mauka streams in 79 locations on Oahu, temporarily disturbing a total of ~150,900 linear feet of stream over the next five years as described in and shown on the drawings in the attached public notice.

  • Public Notice POH-2018-00220

    Expiration date: 2/11/2019

    Interested parties are hereby notified that an application has been received for a Department of the Army (DA) permit for certain work in waters of the United States as described below and shown on the attached drawings. The State of Hawaii, Department of Land and Natural Resources proposes to discharge dredged and fill material into waters of the United States (U.S.) to construct a 95-foot-long groin and nourish a portion of Kuhio Beach between two existing groins with sand borrowed from the Kuhio Beach Diamond Head basin for beach erosion control. The applicant estimates a total of 490 cy of fill material would be discharged below the high tide line into Mamala Bay (Pacific Ocean) at the boundary where the Kuhio Beach Park and Royal Hawaiian Beach sectors interface. The proposed activities would result in 0.16-acre of permanent impacts to waters of the U.S. and 0.13-acre temporary impacts to waters of the U.S.

  • Modification of Regional Condition 3 (Acreage Limitation)

    The 2017 Nationwide Permit (NWP) Regional Conditions for the Honolulu District were approved by the Pacific Ocean Division Commander on March 10, 2017 and went into effect on March 19, 2017. On July 26, 2018, the District issued a Special Public Notice soliciting comments on a proposed modification to regional condition 3 – Acreage Limitation. The proposed modification to Regional Condition 3 was approved by the Pacific Ocean Division Commander, Dec. 10, 2018.

  • POH-2018-00104

    Expiration date: 11/22/2018

    Interested parties are hereby notified that an application has been received for a Department of the Army (DA) permit for certain work in waters of the United States as described below and shown on the enclosed drawings. Ms. Suzanne Case of the Department of Land and Natural Resources proposes to maintain the Ala Wai Canal and the Manoa-Palolo Drainage Canal (MPDC) including maintenance dredging, the replacement of a 750-foot section of the Ala Wai Canal wall, and the removal of Hawaiian Electric Company’s (HECO’s) cables and concrete panels in the Ala Wai Canal between the Kapahulu Library and the Ala Moana Boulevard Bridge at 21.283122°, -157.826563°,TMKs (1) 2-3-036:000 and (1) 2-3-034:000 and in the Manoa-Palolo Drainage Ditch between Date Street and the Ala Wai Canal. The purpose of the maintenance activities is to maintain the Ala Wai Canal, an important sedimentation basin, drainage way, and aquatic recreation site in Honolulu, and to remove physical obstacles to future maintenance dredging in the Ala Wai Canal.

    Public Sponsors of flood control projects that sustained damages due to Hurricane Lane (24W) on August 22-25, 2018, throughout the State of Hawaii, have until September 27, 2018, to apply for Public Law 84-99 Rehabilitation Assistance from the Honolulu District, U.S. Army Corps of Engineers. The Corps of Engineers has authority under Public Law 84-99 to supplement local efforts in the repair of both Federal (Corps-constructed, locally operated and maintained) and non-Federal (constructed by non-Federal interests or by the Work Projects Administration) flood control projects damaged by effects from the tropical storm.
