U.S. Army Corps of Engineers, Government of Guam agree to end Agana (Hagåtña) River Study

At the request of the Government of Guam, the U.S. Army Corps of Engineers (USACE), Honolulu District, agrees to halt the general reevaluation study for flood risk management in Hagåtña, Guam.
The study assessed flood risk management alternatives to reduce flood-induced damages to property and infrastructure in Hagåtña, the territorial capitol of Guam. The Hagåtña River frequently overtops its banks resulting in flooding of roads, homes, and businesses in the western portion of Hagåtña.
Based on evaluation and comparison of the alternatives, USACE recommended a non-structural alternative consisting of flood-proofing commercial buildings in Hagåtña as the national economic development plan with a federal interest. The proposed plan would reduce flood risk to commercial structures located within the floodplain. However, the Government of Guam prefers a larger-scale structural solution to manage flood risk. Therefore, the Government of Guam provided USACE with a Notice to Terminate the study in October 2021.
