Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state, territorial and local agencies, Native American tribes, Native Hawaiian Organizations, indigenous peoples, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory Program, but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

 June 18, 2025 HST I Proposed 2026 Nationwide Permit Reissuance and Proposed 2026 Nationwide Permit Honolulu District Regional Conditions

Interested parties are hereby notified that the U.S. Army Corps of Engineers published in the Federal Register its proposal to reissue 56 existing nationwide permits (NWPs) and issue on new NWP. The Federal Register notice is the public’s opportunity to comment on the proposed NWPs, general conditions, and definitions.  Comments on national issues relating to these NWPs should be submitted to docket number COE-2025-0002 at www.regulations.gov, or by email to 2026nationwidepermits@usace.army.mil or by mail to U.S. Army Corps of Engineers, Attn: CECW-CO-R, 441 G Street NW, Washington, DC 20314-1000. Instructions for submitting comments are provided in the June 18, 2025, Federal Register notice. Comments on the proposed NWPs are due by July 18, 2025.

Additionally, the Honolulu District is seeking comments on the proposed 2026 regional conditions. Comments on regional issues relating to the proposed NWPs and proposed regional conditions should be sent to: U.S. Army Corps of Engineers, Honolulu District Regulatory Office, ATTN: Jen Martin, CEPOH-RO, 230 Otake Street, Fort Shafter, Hawaii 96858-5540 or via email at CEPOH-RO@usace.army.mil.
