PROPOSED WORK: The CPA requests authorization to rehabilitate and extend Delta Dock by excavating 1,925 cubic yards of sea floor within 0.17-acres, installing 928 linear ft of steel sheet piles, and discharging 22,682 cubic yards of dredged material, coral rock, and concrete within 0.46-acres below mean high water. The CPA also requests authorization to construct a boat ramp and pier at Delta Dock by excavating 1,480 cubic yards of sea floor within 0.27-acres, installing 411 linear ft of steel sheet piles, and discharging 3,527 cubic yards of dredged material, coral rock, and concrete fill within 0.27-acres below mean high water. DPW also proposes to discharge 306 cy of material into 0.04-acres of Saipan Lagoon to construct a low-profile jetty on the north side of the boat ramp to capture or redirect sand carried in the longshore current. APPLICANT: Mr. Edward Moon, Naval Base Guam, PSC 455, Box 195, FPO AP 96540 WATERWAY AND LOCATION OF THE PROPOSED WORK: The proposed project is located below the mean high water line of the Pacific Ocean in Outer Apra Harbor with a terrestrial landing site near 13.4459, 144.6692, Polaris Point, Santa Rita, Guam. Guam Ocean Dredged Material Disposal Site, also referred as Guam Deep Ocean Disposal Site (G-DODS): 3 nautical mile (nm) boundary diameter located 11 nm west of Apra Harbor, Guam (13.591667°, 144.478883°). PROPOSED PROJECT PURPOSE: The applicant’s stated purpose is to provide the local capability for vessels to measure their electromagnetic signature.

Interested parties are hereby notified that an application has been received for a Department of the Army (DA) permit for performing three geotechnical investigative borings in Pago Pago Harbor at the Malaloa Wharf, Island of Tutuila, American Samoa. Based upon the findings of the geotechnical investigations, the applicant would then select one of two design options for constructing an extension of the existing Malaloa Wharf. The proposed work would involve dredging approximately 10,930 cubic yards (cy) of harbor sediments to provide access to the shoreward side of the new wharf structure, installing sheet piles, and discharging about 10,276 cy of dredged material into 0.48 acres of navigable waters of the U.S.

The U.S. Army Corps of Engineers, Honolulu District (Corps), is in receipt of a Department of the Army permit application requesting authorization for the proposed nourishment of the shoreline at Ala Moana Regional Park at 21.290763, -157.852046, TMK (1)2-3-037:001 and 025, at 1201 Ala Moana Boulevard, Honolulu, with sand dredged from two offshore sand recovery sites, all in Honolulu, Island of Oahu, Hawaii. This project has been assigned DA file number POH-2019-00194. Please reference this number in comments concerning this project. The comment period ends December 16, 2019.

Interested parties are hereby notified that an application has been received for a Department of the Army (DA) permit for project POH-2017-00198 for stream clearing maintenance dredging with heavy equipment in 16 stream mouths and 63 mauka streams in 79 locations on Oahu, temporarily disturbing a total of ~150,900 linear feet of stream over the next five years as described in and shown on the drawings in the attached public notice.

The State of Hawaii, Department of Land and Natural Resources proposes to discharge dredged and fill material into waters of the United States (U.S.) to construct a 95-foot-long groin and nourish a portion of Kuhio Beach between two existing groins with sand borrowed from the Kuhio Beach Diamond Head basin for beach erosion control. The applicant estimates a total of 490 cy of fill material would be discharged below the high tide line into Mamala Bay (Pacific Ocean) at the boundary where the Kuhio Beach Park and Royal Hawaiian Beach sectors interface. The proposed activities would result in 0.16-acre of permanent impacts to waters of the U.S. and 0.13-acre temporary impacts to waters of the U.S.

Ms. Suzanne Case of the Department of Land and Natural Resources proposes to maintain the Ala Wai Canal and the Manoa-Palolo Drainage Canal (MPDC) including maintenance dredging, the replacement of a 750-foot section of the Ala Wai Canal wall, and the removal of Hawaiian Electric Company’s (HECO’s) cables and concrete panels in the Ala Wai Canal between the Kapahulu Library and the Ala Moana Boulevard Bridge at 21.283122°, -157.826563°,TMKs (1) 2-3-036:000 and (1) 2-3-034:000 and in the Manoa-Palolo Drainage Ditch between Date Street and the Ala Wai Canal. The purpose of the maintenance activities is to maintain the Ala Wai Canal, an important sedimentation basin, drainage way, and aquatic recreation site in Honolulu, and to remove physical obstacles to future maintenance dredging in the Ala Wai Canal.

Alternative Permit Application Processing Procedures for Activities in Response to Hurricane Lane The purpose of this notice is to advise the public that the U.S. Army Corps of Engineers, Honolulu District, will initiate alternative permit application processing procedures in response to emergency situations resulting from Hurricane Lane.

The Hawaii Kai Marina Community Association (HKMCA) proposes to replace the existing sandbag groin with a larger L-head rock groin located along the Hawaii Kai Marina entrance channel at 21.280739°, -157.711508° and periodically move sand trapped by the groin to the beach east to TMKs (1) 3-9-002:001, 002, 003, 004, and 034 at 21.277678°, -157.709349° all in Maunalua Bay, Honolulu, Island of Oahu, Hawaii. The purpose of replacement of the groin and sand backpassing is to maintain ingress and egress through the Hawaii Kai marina entrance channel, reduce the need for future maintenance dredging in the Hawaii Kai marina entrance channel, and reduce erosion along the east edge of Portlock Beach.

The purpose of this notice is to advise the public that the U.S. Army Corps of Engineers, Honolulu District (the “District”), will initiate alternative permit application processing procedures in response to conditions resulting from heavy rains beginning on April 14, 2018 (hereafter referred to as “April 2018 Hawaii Heavy Rains”). Castle & Cooke Homes Hawaii, Inc. proposes to discharge fill material into Kipapa Stream and an unnamed tributary to Kipapa Stream for the construction of an offsite detention basin (OSDB) as part of the overall drainage system for the proposed Koa Ridge Development project located in Waipio, Island of Oahu, Hawaii. The purpose of the OSDB is to temporarily detain stormwater runoff generated from upstream developments to dampen and control the peak discharge entering Kipapa Stream.

The American Samoa Government, Department of Public Works proposes to make repairs to the Route 1 embankment and construct improvements to the existing rock revetment along 2,140 linear feet of shoreline in Pago Pago Harbor between Atu’u and Laulii (Leloaloa), Island of Tutuila, American Samoa. The purpose of the project is to repair Route 1 and stabilize the coastal shoreline to ensure safe ridership, maintain access between Pago Pago and Onenoa, and protect the roadway from future erosion and flood damage.

NEC America Inc. and GTA (Teleguam Holdings LLC) propose to install six (6) new conduits to receive submarine fiber optic cables, and shortly after, land two new submarine cables in two of the conduits for the Southeast Asia‐U.S. (SEA‐US) telecommunication system linking Asia with Guam, Hawaii and California. The project is needed to complete the Guam link of the SEA‐US system with Asia and the rest of the U.S. The four spare conduits are needed to accommodate future cable landings anticipated by GTA. The DLNR Division of Boating and Ocean Recreation (DOBOR) proposes to construct a boat ramp in the Kawaihae Small Boat Harbor South, TMK 6-1-003 Portion 026 , Island of Hawaii, Hawaii. The purpose of constructing the boat ramp is to improve navigation and water access for recreational watercraft in the Kawaihae area on the Island of Hawaii.

Interested parties are hereby notified that an application has been received for a Department of the Army (DA) permit for certain work in waters of the United States as described below and shown on the attached drawings. The Guam Fisherman’s Cooperative Association (GFCA) has requested reauthorization of their Department of the Army (DA) permit to reconstruct the existing GFCA facility. The proposed reconstruction will include the construction a new 215 linear foot (LF) vessel mooring dock and 110 LF gabion baskets shoreline stabilization and they have proposed to conduct maintenance dredging of the 8,600 square foot (SF) area in front the proposed vessel mooring dock for improved navigational access. The project details are depicted on the attached project plans (Enclosure 1). The primary purpose of the project is to provide island residents, fishermen, and visitors with an updated and safer fish processing and retail facility and to combat erosion of the existing shoreline.

The applicant’s stated purpose is to allow the current class of multi-purpose auxiliary support ships (T-AKE class) safe navigation to X-Ray Wharf, Naval Base Guam’s designated supply wharf, and to provide adequate berthing facilities that meet current design criteria.The Navy proposes to construct a new 35’ X 742’ (0.6 acre) closed cell sheet pile wharf with mooring and fendering systems seaward of the existing North Berth (Berth 1) of X-Ray Wharf. The area between the new sheet piling and the existing wharf face would be backfilled and capped with a concrete deck platform.
