Special Joint Public Notice: 2023 HI SMMP

The U.S. Army Corps of Engineers, Honolulu Engineer District (USACE) and the U.S. Environmental Protection Agency, Region IX (EPA) have prepared a revised Site Management and Monitoring Plan (SMMP) for the five existing Ocean Dredged Material Disposal Sites (ODMDSs) serving Hawai‘i: South O‘ahu, Hilo, Port Allen, Nawiliwili, and Kahului. The five existing Hawaii ODMDSs were designated by EPA in 1981 based on a Final Environmental Impact Statement (EIS) issued in 1980, and the SMMP covering these five sites was last updated in 2015. SMMPs describe the coordinated approach by which EPA and USACE manage each ODMDS to ensure that significant adverse impacts to the environment or uses of the ocean do not occur.

POH-2023-00015 Environmental Assessment for Review: Hale‘iwa Small Boat Harbor Maintenance Dredging and Beach Restoration, O‘ahu

Interested parties are hereby notified that the Honolulu District, U.S. Army Corps of Engineers (Corps) has prepared a draft Environmental Assessment (EA) to assess the significance of the potential impacts of the proposed Hale‘iwa Small Boat Harbor Maintenance Dredging and Beach Restoration Project on the quality of the human environment in accordance with the Council on Environmental Quality’s National Environmental Policy Act Implementing Regulations at 40 CFR Parts 1500 to1508, as amended.

Interested parties are hereby notified that an application has been received for a Department of the Army (DA) permit for certain work in waters of the United States (U.S.) as described below and shown on the attached drawings. APPLICANT: Anthony Camacho, CNMI Department of Public Works, Caller Box 10007, Saipan, MP 96950. AGENT: John Gourley, Micronesian Environmental Services, Post Office Box 502802, Saipan, MP 96950. LOCATION: In Saipan Lagoon at the west terminus of Chalan Hagoi, Lot No. 058 H 02, Susupe, Island of Saipan, Commonwealth of the Northern Mariana Islands (15.15142°N, 145.69949°E). See the enclosed figures for additional information regarding project location. PROPOSED ACTIVITY: The Department of Public Works (DPW) proposes to dredge 7,354 cubic yards (cy) of accreted sand from 0.68-acres of Saipan Lagoon to restore small vessel access around the boat ramp, excavate and dredge 5,550 cy of material from 0.48-acres to remove the damaged Sugar Dock, and discharge 9,105 cy of material to reconstruct Sugar Dock at the same location and to the same basic design. DPW also proposes to discharge 306 cy of material into 0.04-acres of Saipan Lagoon to construct a low-profile jetty on the north side of the boat ramp to capture or redirect sand carried in the longshore current. Lastly, DPW proposes to conduct maintenance dredging in up to 0.68-acres over the next ten years, as needed, to maintain small vessel access to the public boat ramp. See “Additional Information” section enclosed for details regarding the DPW’s proposed Best Management Practices to minimize impacts.
