  • Special Public Notice: PACIFIC OCEAN HONOLULU (POH) NATIONWIDE PERMIT REGIONAL CONDITION MODIFICATION

    The purpose of this notice is to announce an update to the Nationwide Permit (NWP) Regional Conditions (RCs) as they pertain to the United States Army Corps of Engineers (USACE), Honolulu District, Regulatory Branch (POH-RO). Effective immediately, there is a new RC implemented, requiring the submission of a Pre-Construction Notification (PCN), and receipt of a NWP Verification for all NWP activities prior to construction, within the POH-RO Area of Responsibility.
  • Kahaluu Bay Aquatic Ecosystem Restoration Study

    Interested parties are hereby notified that the U.S. Army Corps of Engineers (USACE), Honolulu District and the Hawaii County Department of Parks and Recreation, in partnership with The Kohala Center’s, Kahaluu Bay Education Center (KBEC), will host a public scoping and informational meeting to introduce the Kahaluu Bay Aquatic Ecosystem Restoration Study. The meeting will be available to both in-person and virtual attendees with restoration study partners in attendance to introduce the study provide background information, answer questions and gather public input.
  • SPECIAL PUBLIC NOTICE: PACIFIC OCEAN DIVISION REGULATORY ACTION PRIORITIZATION

    The purpose of this notice is to provide an update on the Regulatory Program of the United States Army Corps of Engineers (USACE), Pacific Ocean Division, Alaska District and Honolulu District (henceforth referenced collectively as POD). Under Section 404 of the Clean Water Act, USACE regulates the discharge of dredged and/or fill material in waters of the United States (U.S.), including wetlands. Under Section 10 of the Rivers and Harbors Act of 1899, USACE regulates work and/or structures in navigable waters of the U.S. Effective immediately, POD Regulatory is refining its process to emphasize review of DA permit applications and requests associated with pending DA permit applications.

  • NOTICE OF AVAILABILITY OF THE CORAL ECOLOGICAL SERVICES AND FUNCTIONS ASSESSMENT TOOL (CAT) FOR THE STATE OF HAWAII

    The U.S. Army Corps of Engineers, Honolulu District Regulatory Office (Corps) announces the availability of the Coral Ecological Services and Functions Assessment Tool (CAT) for the state of Hawaii. The Corps Regulatory Program involves the regulation of discharges of dredged or fill material into waters of the United States (WOTUS) and structures or work in navigable waters of the United States, under Section 404 of the Clean Water Act and Section 10 of the Rivers and Harbors Act of 1899, respectively. Activities in waters of the U.S. that require a Corps permit include the incorporation and implementation of avoidance, minimization, and mitigation measures intended to reduce adverse environmental impacts resulting from the proposed activity. For unavoidable impacts, compensatory mitigation may be required to offset the loss of waters of the U.S., special aquatic sites and/or other aquatic resource functions. For projects that impact corals, the CAT would assist the Corps in determining the appropriate form and amount of compensatory mitigation required.
