This is a public notification and informational handout concerning planned and on-going investigation and clean-up of unexploded ordnance (UXO) by the U.S. Army Corps of Engineers for work being conducted in the Ke Kumu `Ekahi, Ke Kumu `Elua, Ke Kumu `Ekolu, and portions of surrounding neighborhoods of Waikoloa Village (Area P).

FORMER WAIKOLOA MANEUVER AREA EVACUATION NOTICE

 

This is an updated public notification and informational handout concerning planned and on-going investigation and clean-up of unexploded ordnance (UXO) by the U.S. Army Corps of Engineers for work being conducted in the Ke Kumu `Ekahi, Ke Kumu `Elua, Ke Kumu `Ekolu, and portions of surrounding neighborhoods of Waikoloa Village (Area P).

 

Contractors have been conducting UXO detection and investigations since Sept. 4, 2018. The work area is part of the Former Waikoloa Maneuver Area (WMA) that was utilized for wartime training in the 1940s by the U.S. Marine Corps. The Former WMA is identified as a Defense Environmental Restoration Program, Formerly Used Defense Site (DERP/FUDS) property.

 

During previous work in adjacent areas, several UXO have been found. UXO include artillery projectiles, mortars, rockets, and rifle grenades that were fired, but failed to explode during training conducted for World War II. While UXO items can still pose a danger long after being left behind, the professionals working in the areas listed above are skilled experts in UXO detection and remediation. During the course of the operations, UXO teams will be using hand-held metal detectors and digging equipment to locate and investigate any potential buried UXO. If a potential UXO is detected, all appropriate safety measures for the protection of personnel and property will be taken prior to UXO personnel investigating any suspect UXO. This includes evacuating non-UXO personnel from within a predetermined standoff distance. Work at the Ke Kumu housing area began Sept. 4, 2018 and is expected to be completed by Sept. 21, 2018.

 

Please make members of your family and friends aware of the upcoming operation and caution them to avoid approaching the UXO teams and interrupting their work. All efforts will be made to minimize impacts to the residents of the areas listed above. We greatly appreciate your cooperation. If you discover an item that you think might be UXO, do not touch the item and immediately call the County of Hawaii Police Department at 911 or 935-3311. They will contact the appropriate agency to identify and destroy the item if necessary.

Depending on the number of items that need to be excavated, operations and evacuations may extend through Sept. 14, 2018. Work hours will be from 8 a.m. to 3 p.m. Additional coordination with evacuees will be made in the coming weeks.
