  • Special Joint Public Notice: 2015 HI SMMP

    The U.S. Army Corps of Engineers, Honolulu Engineer District (USACE) and the U.S. Environmental Protection Agency, Region IX (EPA) have prepared a revised Site Management and Monitoring Plan (SMMP) for the five existing Ocean Dredged Material Disposal Sites (ODMDSs) serving Hawaii. SMMPs describe the coordinated approach by which EPA and USACE manage ODMDSs to ensure that significant adverse impacts to the environment or uses of the ocean do not occur.

This notice also provides guidance to Prospective Permittees concerning the process for verification of these nationwide permits as affected by this Water Quality Certification.

The applicant’s stated purpose is to allow the current class of multi-purpose auxiliary support ships (T-AKE class) safe navigation to X-Ray Wharf, Naval Base Guam’s designated supply wharf, and to provide adequate berthing facilities that meet current design criteria.The Navy proposes to construct a new 35’ X 742’ (0.6 acre) closed cell sheet pile wharf with mooring and fendering systems seaward of the existing North Berth (Berth 1) of X-Ray Wharf. The area between the new sheet piling and the existing wharf face would be backfilled and capped with a concrete deck platform.

The purpose of this information and guidance is to assist the regulated public, including public agencies and other responsible parties, in preparing for and responding to these anticipated discrete storm events.
