    Interested parties are hereby notified that an application has been received for a Department of the Army (DA) permit for certain work in waters of the United States (U.S.) as described below and shown on the attached drawings. APPLICANT: Kent R. Hendricks, Navy Region Hawaii, 400 Marshall Road, Joint Base Pearl Harbor-Hickam (JBPHH), HI 96860. AGENT: Sherri R. Eng, Navy Facilities Engineering Systems Command Hawaii, 400 Marshal Road, JBPHH, HI 96860. LOCATION: The U.S. Navy Confined Disposal Facility (CDF) located at Waipio Peninsula, Waipahu, Hawaii (21.348° N; -157.974° W) and South Oahu Ocean Dredged Material Disposal Site (SOODMDS) offshore of the Island of Oahu (21.252° N; - 157.947° W). See the enclosed figures for additional information regarding project location. PROPOSED ACTIVITY: The applicant proposes to transport approximately 112,000 cubic yards (cy) of previously dredged material from the West Loch of Pearl Harbor to the SOODMDS, an U.S. Environmental Protection Agency (EPA) designated open ocean disposal site located about eight miles south of Honolulu and four miles south of the Pearl Harbor entrance channel. See “Additional Information” section below for details regarding the project scope. AUTHORITY(S): This permit application will be reviewed under Section 103 of the Marine Protection, Research and Sanctuaries Act (MPRSA), as amended (33 USC § 1413).

APPLICANT: Mr. Edward Moon, Naval Base Guam, PSC 455, Box 195, FPO AP 96540 WATERWAY AND LOCATION OF THE PROPOSED WORK: The proposed project is located below the mean high water line of the Pacific Ocean in Outer Apra Harbor with a terrestrial landing site near 13.4459, 144.6692, Polaris Point, Santa Rita, Guam. Guam Ocean Dredged Material Disposal Site, also referred as Guam Deep Ocean Disposal Site (G-DODS): 3 nautical mile (nm) boundary diameter located 11 nm west of Apra Harbor, Guam (13.591667°, 144.478883°). PROPOSED PROJECT PURPOSE: The applicant’s stated purpose is to provide the local capability for vessels to measure their electromagnetic signature.

    Interested parties are hereby notified that an application has been received for a Department of the Army (DA) permit for performing three geotechnical investigative borings in Pago Pago Harbor at the Malaloa Wharf, Island of Tutuila, American Samoa. Based upon the findings of the geotechnical investigations, the applicant would then select one of two design options for constructing an extension of the existing Malaloa Wharf. The proposed work would involve dredging approximately 10,930 cubic yards (cy) of harbor sediments to provide access to the shoreward side of the new wharf structure, installing sheet piles, and discharging about 10,276 cy of dredged material into 0.48 acres of navigable waters of the U.S.
