  • Availability of Final Integrated Feasibility Report and Environmental Assessment (IFR/EA) and Finding of No Significant Impact (FONSI) for the Ofu Section 14 Emergency Shoreline Protection Study, Ofu, American Samoa

    The U.S. Army Corps of Engineers (USACE), Honolulu District, has finalized an Integrated Feasibility Report and Environmental Assessment (IFR/EA) and Finding of No Significant Impact (FONSI) for the Ofu Section 14 Emergency Shoreline Protection study, Ofu, American Samoa. The IFR/EA and FONSI were prepared in accordance with the National Environmental Policy Act (NEPA) of 1969 (42 USC Section 4321 et seq.), the Council on Environmental Quality (CEQ)(regulations published in 40 CFR Part 1500 et seq.), and USACE procedures for implementing NEPA published in 33 CFR Part 230. The non-Federal sponsor for the study is the American Samoa Government (ASG), represented by the Department of Port Administration.

  • Special Joint Public Notice: 2023 HI SMMP

    The U.S. Army Corps of Engineers, Honolulu Engineer District (USACE) and the U.S. Environmental Protection Agency, Region IX (EPA) have prepared a revised Site Management and Monitoring Plan (SMMP) for the five existing Ocean Dredged Material Disposal Sites (ODMDSs) serving Hawai‘i: South O‘ahu, Hilo, Port Allen, Nawiliwili, and Kahului. The five existing Hawaii ODMDSs were designated by EPA in 1981 based on a Final Environmental Impact Statement (EIS) issued in 1980, and the SMMP covering these five sites was last updated in 2015. SMMPs describe the coordinated approach by which EPA and USACE manage each ODMDS to ensure that significant adverse impacts to the environment or uses of the ocean do not occur.
  • POH-2023-00015 Environmental Assessment for Review: Hale‘iwa Small Boat Harbor Maintenance Dredging and Beach Restoration, O‘ahu

    Interested parties are hereby notified that the Honolulu District, U.S. Army Corps of Engineers (Corps) has prepared a draft Environmental Assessment (EA) to assess the significance of the potential impacts of the proposed Hale‘iwa Small Boat Harbor Maintenance Dredging and Beach Restoration Project on the quality of the human environment in accordance with the Council on Environmental Quality’s National Environmental Policy Act Implementing Regulations at 40 CFR Parts 1500 to1508, as amended.

    Interested parties are hereby notified that an application has been received for a Department of the Army (DA) permit for certain work in waters of the United States (U.S.) as described below and shown on the attached drawings. APPLICANT: Anthony Camacho, CNMI Department of Public Works, Caller Box 10007, Saipan, MP 96950. AGENT: John Gourley, Micronesian Environmental Services, Post Office Box 502802, Saipan, MP 96950. LOCATION: In Saipan Lagoon at the west terminus of Chalan Hagoi, Lot No. 058 H 02, Susupe, Island of Saipan, Commonwealth of the Northern Mariana Islands (15.15142°N, 145.69949°E). See the enclosed figures for additional information regarding project location. PROPOSED ACTIVITY: The Department of Public Works (DPW) proposes to dredge 7,354 cubic yards (cy) of accreted sand from 0.68-acres of Saipan Lagoon to restore small vessel access around the boat ramp, excavate and dredge 5,550 cy of material from 0.48-acres to remove the damaged Sugar Dock, and discharge 9,105 cy of material to reconstruct Sugar Dock at the same location and to the same basic design. DPW also proposes to discharge 306 cy of material into 0.04-acres of Saipan Lagoon to construct a low-profile jetty on the north side of the boat ramp to capture or redirect sand carried in the longshore current. Lastly, DPW proposes to conduct maintenance dredging in up to 0.68-acres over the next ten years, as needed, to maintain small vessel access to the public boat ramp. See “Additional Information” section enclosed for details regarding the DPW’s proposed Best Management Practices to minimize impacts.   • POH-2020-00043 U.S. Navy Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility Dry Dock & Waterfront Production Facility

    Interested parties are hereby notified that an application has been received by the U.S. Army Corps of Engineers, Honolulu District requesting Department of the Army (DA) authorization for the U.S. Navy’s proposed Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF) Dry Dock and Waterfront Production Facility project. The U.S. Navy is proposing to replace the existing Dry Dock 3 (DD3) and associated facilities with a new graving dry dock and waterfront production facility capable of servicing newer, larger fast-attack submarines in the Pacific Island Region. The new Dry Dock 5 would provide appropriate capability at PHNSY & IMF to meet the U.S. Navy’s submarine depot maintenance mission requirements and ensure a properly sized and configured waterfront production facility to enable efficient submarine maintenance. APPLICANT: U.S. Navy, Captain Mark D. Sohaney, Joint Base Pearl Harbor Hickam, 850 Ticonderoga Street, Suite 100, Pearl Harbor, HI 96860 LOCATION: Various locations at the U.S. Navy, Joint Base Pearl Harbor-Hickam (JBPHH), including the Pearl Harbor Naval Shipyard Dry Docks, Waipio Peninsula, Pearl City Peninsula, Ford Island, Bishop Point, Loko Paaiau Fishpond at McGrew Point, and the South Oahu Ocean Dredged Material Disposal Site (SOODMDS) offshore of the Island of Oahu, Hawaii. PROPOSED ACTIVITY: The applicant proposes to conduct dredging, including transporting dredged material for ocean disposal; and removing structures and installing new structures in navigable waters of the U.S. The applicant also proposes to discharge dredged and fill material into waters of the U.S. for the construction of a new dry dock and waterfront production facility. Ongoing operations and maintenance would include periodic dredging at the proposed channel approach. The applicant further proposes to install compensatory mitigation measures to offset unavoidable adverse impacts to waters of the U.S. resulting from the proposed dry dock project. The implementation of the applicant’s proposed mitigation activities would involve dredging in navigable waters of the U.S. and the discharge of fill material into waters of the U.S. to restore and enhance aquatic ecosystems. AUTHORITY(S): The proposed work is being evaluated under Section 404 of the Clean Water Act (33 USC 1344), Section 10 of the Rivers and Harbors Act of 1899 (33 USC 403), and Section 103 of the Marine Protection, Research and Sanctuaries Act (33 USC 1413).
