USACE seeks public comment on Agat Small Boat Harbor Maintenance Dredging

The U.S. Army Corps of Engineers is planning to conduct maintenance dredging at the Agat Small Boat Harbor in Hågat, Guam, to maintain safe navigation depths. This work is part of USACE’s navigation mission to keep federal channels at authorized depths so vessels can travel safely and efficiently.

Per Section 404 of the Clean Water Act, USACE is soliciting public comments on the proposed discharge into navigable waters from March 13, 2026 (ChST), through April 12, 2026 (ChST).  View or download the full public notice here.


Site preparation is scheduled to begin on April 15, 2026, with maintenance dredging and beach fill
anticipated to start on May 3, 2026. All work is expected to be completed by May 31, 2026.

Agat Small Boat Harbor

Agat Small Boat Harbor (SBH) is located on the west coast of Guam near Ga'an Point. The project was authorized for construction in June 1986 under Section 107 of the River and Harbor Act of 1960, as amended. The harbor is owned and operated by the Port Authority of Guam (PAG).  The project is in the operations and maintenance phase.

The harbor was completed in March 1989 at a total cost of $2,821,800 (Corps: $1,711,500; Coast Guard: $2,000; non-Federal: $1,108,300). The project consists of an entrance channel (1000 feet long, 120 feet wide, 14 feet deep); a turning basin (200 feet long, 150 feet wide, 11 feet deep); a main access channel (500 feet long, 75 feet wide, 9 feet deep); two breakwaters (985 feet long and 65 feet long); and two revetted moles (200 feet long and 348 feet long). According to the PAG website, there are 150 slips spread out among the four recreational marinas operated by PAG. 

The Agat SBH has a privately operated restaurant located on the Port owned property. The harbor houses some residential, recreational, and commercial vessels.

The U.S. Army Corps of Engineers is responsible for maintaining the project structures and project depths in the channels and turning basin area.  Maintenance dredging is currently planned for 2023.
